Adding the ability to turn effects down and off in no way hampers having those effects for those who wish to have them.People are trying to finally get rid of PS3 limitations and you want them to support PCs weaker than PS3s for more limitations? There's no point attempting to support very dated hardware if it's going to restrict further development of content, and before someone says "but option settings means each preset can look different", sure, but it's not going to stop the fact that they won't be able to make incredibly large areas if they so desired, or world bosses twice the size of Bismarck.
