There is only one reason to assume it is Elidibus and that relays on assuming the child is an Ascian and the fact is within the Rising Stone. But I would not venture him so far knowing they possess both the power to suppress and eliminate Ascians now. In this situation, another sort of emissary may be necessary. Why not just relay on Urianger is anyone's guess.

Actually, the first two posts lay out a number of reasons, none of which assume up front that he's an Ascian. As for killing Ascians, we've thus far only done it to Ascians who offered us violence, and besides, we seem to be out of white auricite anyway.
