Art styles normally evolve because artists normally get better at drawing with time. Of course that's not the case with Toriyama, considering he's never been good to begin with, and he's so fossilized on his extremely simplified designs that there's no room for improvement.

There's nothing wrong with his work. And to claim his style hasn't improved at all is a bit ignorant. His drawings are more dynamic (especially in character poses, it used to be they would often stand stiff and when not taking action, and his smaller characters where unusually potato like), he has a much stronger sense of staging and his characters emote much more clearly.

What's ignorant is comparing a manga page with an illustration. His illustrations from dragonball show no real visible difference.

-Toriama's characters in their early days often stood stiff. Straight lines of action where prominent in his works but as he continued to grow as an artist, his characters loosened up and his characters took on more realistic and stronger poses with more curved lines of action. Things like hair and clothing have also become more loose and susceptible to movement in the wind or effected by gravity.
