Be a little annoyed as much as you like (for all I care enough to respond), but Toriyama's fossilized art style (basically everyone in the industry evolved some in the last 20 years, everyone besides Toriyama) means that the game isn't only cartoonish, but a crappy kind of cartoonish for kids or nostalgia-driven people that can't seem to move on from that story-deprived brain-dead horror named Dragonball (What? No Dr. Slump?).
Art styles shouldn't evolve based on what everyone else is doing. Otherwise you get standard run of the mill styles you see with every other kawai uguu detsu nee~ anime and game that comes out of japan. Akira Toriama and Eiichiro Oda are currently my favorite artists because of their original styles. And even though Toriama's style uses consistent designs tropes, they still look great.
And don't dis Dragonball dude, that was a fun adventure. Z was alright, but only through the manga. The anime dragged on too long.
