And yes, it does take into account hardcore players only. If you are talking about casual/midcore players, the percentage does become higher as your time is taken up. However, these limits are designed with the express intent of people who main the category (or are all around hardcore). The more casual you become, the less the limit actually matters.
Umm...mate...the more casual you are the more the limits matter. If you can't cap for the week, those are scrips you'll never get to make up. That's the annoying part about weekly caps for casual players. There's no way for them to make up lost ground even when things align and you have the ability to devote more time than life may have previously let you.

This whole system is going to push a whole lot of low to mid tier crafters away from those aspects of the game. At the very least, that is my concern. Honestly...while you can make good money from crafting...you hardly need a lot. You can make more than what your currently need to play the game with just basic gather...such as spending a few minutes to farm up maps every night you can log on.

What I'm also concerned is if they suddenly make red scrips required for progressing other aspects of the game...such as crafters needing that red scrip gear to produce items needed for the relics. If that ends up being the case...and we loose a fair number of crafters due to burnout over this grind...they relic will be negatively impacted.
