Required rank on all gear

Actually all they need to do is make it so actual stats given are shown over what stats it could give. This would stop a lot of people from using stuff higher then them.

or ORRR like every other good mmorpg they could just freaking put lvl requirements on the damn gear >.< a lvl 20 should not be able to even put on a lvl 40 piece so dumb.

I wish people like you could look past industry standards and try to see the good in a system that at least tried something different. If implemented properly the optimal rank system would be more than sufficient, dare I say it would be good.

If the stat penalty was clearly shown then people would realize that they aren't gaining any benefit from it outside of optimal rank, especially compared to gear of their optimal rank. The penalties are there however they aren't clearly spelled out. In addition to stat penalties the equipment deteriorates at a much higher rate even one level under optimal. This is more noticeable on weapons.

Forcing rank requirements is an easy, lazy fix sure. It's safe and most wouldn't complain about it. However if they just fixed the optimal rank system it would work fine.

I'm not trying to excuse or polish a turd. I'll be the first to admit optimal has its flaws, the biggest one being the penalties not being displayed clearly enough.
