Never. Go naked if you want when you switch class for a few minutes, but I won't nor do I want to carry all my wardrobe.
Also, when I'm 2 levels lower than the optimal rank of my new armour and my previous armour was optimal 10 level lower, then it IS better for me and I don't have to wait or purchase yet another set of armour in-between (I'll pay the repair, I don't mind).
You want required rank on all gear? Then, YOU can ONLY wear gear according to its optimal rank and class, don't push it on other people. Let people play like they want, optimal level works fine (of course, they need to show the modified stats).
