That's a thought actually, add two housing areas, one for Foundation and one for Pillars.
60 houses in 8 wards is 480 houses. If they were to add two areas that would create 960 new plots. A drop in the bucket, but definitely a good touch assuming they don't let people own more than one house.
Except not every FC has a house, and your room's existence is dependent on the leader not having a power trip or you otherwise losing membership.

Easy way to make the transfer system fair, make it so that you purchase the new house in order to make the transfer. Once you put down the capital for the transfer and confirm your purchase of the plot, your previous plot becomes free.
Done deal. Fair for all. I had figured this would be a part of the transfer system from the start, but nooo we can't wait on details can we? We got to jump down the developer's throat before they even have time to mention the idea in full.
I still cling to the pipedream that Ishgard housing is instanced and the transfer system will be an incentive to move fixed personal housing to it. I really really want that to be true. It would certainly remove the "THEY CAN'T HAVE IT FIRST!" thing going on.

Actually my point was if they did instanced housing there will be no "shortage" as demonstrated by FC rooms which are instanced.
Instance the whole house, front porch, backyard ... etc. and remove the loading between indoors and outdoors.
This will make upgrading houses trivial too as you can just increase the plot size.
Join a better FC then? I have absolute trust in my FC leader not to be that kind of dick. Then again, we're a no drama FC to begin with.
I had the cash to get a personal house when they were released, and I was on one of the servers where they didn't immediately sell out. I opted not to get a personal house because I felt my FC room was good enough (and the FC has a mansion.)
Back on topic, I think what the dev team is thinking is putting in a system to transfer housing deeds before releasing Ishgard housing, NOT that the people with existing housing would get first dibs. The housing system has needed a deed transfer system since the very beginning.
Honestly, my FC and I just want to buy any house. ANY HOUSE. ANY F^%KING HOUSE.
