We also pretty much cut bloody swaths through multiple imperial bases yet somehow they have just as much personnel when we come back later. Some things are just gameplay changes...that said either A.) THe story will say they retreated for a time but came back, or B.) While they may not have retreated fully, we will be going back with the power of the Grand Alliance to force them out.
