I have a gtx 660 which I have current drivers for. I can play in a zone just fine, but every time I zone, wether it be via teleport , aetherite, return, duty finder, I always freeze on the load screen and crash.

Dx9 I have zero issues. Matter of fact the game runs smoother in dx9. My only guess is my video card is trash. It's only 2 yeas old though. And my rig is 4. Maybe time for new? I play on max setting with 30+ frames in duty. Town it's... Well I won't say
