No no, they did add that ability. In the top right of the duty finder window, there is now a little settings button. Inside the settings you select that you want to use an undersized party (It has a wall of text underneath explaining that using that option means no level sync). With that option selected, you just select the dungeon you want as normal and it'll let you in.
Edit because i didn't see this question answered: AFAIK no, there isn't any exp or normal mob drops when using the undersized party option. Bosses will still drop their loot chests and cards, and quest items will still be given.

You can queue dungeons, trials and some of the raids solo. You won't be able to receive EXP and items dropped by monsters in there but you can still obtain cards by defeating the boss and obtain treasures that you can find in there.
I'm not talking about queuing solo. I know you can queue for dungeons/raids solo but I'm talking about entering a dungeon by yourself and clearing it for fun/items/kill time as well as taking a buddy who is lower lvl through a dungeon but how it WAS before the expansion(I've yet to try it since the expansion) was that the only way you could enter a dungeon was to queue up for it which would mean you could only enter a dungeon with a group. Having the capability to run through a dungeon by yourself when you out lvl it can be fun and it's something I loved doing in other MMO's. I read somewhere that in the expansion, they were adding that capability to run through dungeons by yourself or with a buddy
