Not entirely sure what you mean by this, but judging by your following example I guess it's related to rewards? Actually, most of us literally just want duels to do between queues, with no rewards or anything like that. Rewards just lead to harassment, either of other players (seeking out "weak" players for easy rewards) or the system (organizing match throwing to win Triple Triad tournaments). I would rather just have duels as something to pass the time between queues, rather than something to grind. Frankly, grinding ruined Triple Triad somewhat.
Dueling is its own reward anyway. Rather than wanting to PvP and having to wait on a queue, instead I get to 1v1 someone instead to pass the time between queues. If they added rewards to duels I would be seriously disappointed, the only thing I'd perhaps accept is achievements/titles along the lines of "Win X duels as <Job>", but I'm not entirely sure on that.
Comments like Dalvy's aren't exactly rare in this thread. I don't think I've actually seen any "Add duels with rewards!" actually, but I've seen plenty of "Add duels without rewards!"...

By that logic, SE should put Dreadwyrm gear outside of Coil so players don't feel forced to have step into Coil.
They already do, there is gear on par with dreadwyrm that you can acquire outside of coils. Although, this has nothing to do with that.
They already have a duel system as well, Triple Triad. It also rewards you for it. So I don't see why this shouldn't be considered since its obviously a popular topic.

Pros
1) Many people would find it an enjoyable optional feature
2) Fosters creativity and individual play style
3) Provides the opportunity for practice and enhancing your abilities in a PvP setting,
4) Promotes healthy competition between consenting players (the ethos of PvP)
5) May encourage more players to participate in PvP, and even assist in queue times for Frontlines/Wolves' Den
6) Something else to do.
7) Fits in with Lore. We have the Colosseum, duels in the MSQ, and PvP.
Cons
1) Increased server activity
2) Classes may be unbalanced
3) Harassment
Not only do the pros outweigh the cons, there have been suggestions throughout this thread that accommodate these concerns and even solve them.

1) Increased server activity.
You would cause more lag to a server doing zones in dungeons.
2) Classes may be unbalanced
Classes are not balanced around 1v1, duels also don't have to be just 1v1 either. I would support up to 5v5. However I wouldn't allow dueling within city limits besides special designed places within the city, or bars. Although I would also like it everywhere just for roleplay and environment purposes.
3) Harassment
You can already harass people with other things, people are already being harassed with things like gil spammers and other things that are much worse. People also harass others in dungeon finder as well, should we not have features like this because of harassment? No - Blacklist should remove someone from challenging you to a duel. There should also be an option that is preset for you that doesn't allow duels.

Yours, idk why you cut out balance concerns from cons. People have expressed that (even if I don't think it a good counterpoint, it exists)...
