It has to deal more with how long will a person stick with a Hempen Doublet.

When the game was first released, I saw all kind of Hempen stuffs on sale. I even bought a full set of Hempen crafting clothes, off the AFK people bazaaring in Ul'dah. Why? Because everyone was in the level range for it. Supply and demand. Several patches has made the process of ranking up much faster, and at low level it could mean something like overgrowing that piece of Hempen in a matter of days if not hours. Why bother with it then?
