bottleneck performance?

I did play with some settings myself and while I've been trying to identify a cause for bored-CPU/bored-GPU results, I can't find any, really.

XIV is running on the 840 EVO, the rest of the hardware is visible. This is on WIN8.1x64.

During the presentation of the DX11 client, they told something that the DX11 client will adress performance issues in areas with many players by moving more CPU work
into GPU work.

From the description, it seems memory and BUS speed seems to be the bottlenecks for this.

And BTW: As I've seen on some screenshots. Beginning with Windows 8 there is a serious performance hit when running in Window/borderless Window instead of real fullscreen.
