    bottleneck performance?

hi guys, my pc is running with i5 4460 and gtx 970.
im getting around 20fps at mor dhona peak hour with graphics setting at max and display object quantity at max.
i check on software monitor and it tells me my cpu is running at average 60-70% load across all 4 cores, and my gpu is sitting at 30-40% load.
then i ask my friends to come under the same settings to see whats his fps. one with gtx 780 and i7 3820 had 50 fps, another with i5 gen 3 and radeon 7850 had 37 fps.
at first i thought my i5 is bottlenecking my gpu, but then my friend with similar i5 had more 50% fps than me. i tried using DSR and multiply my res by 4x and still got 20ish fps.
btw my heavensward benchmark shows normal numbers, i got 10800 score which everyone with 970 get.

anyone can tell me whats wrong with my build?
i dont expect to get all flat 60fps, but i expect it should perform better than this.

    edit: add screenshots

    i have 8gb ddr3

my i7 friend has 16gb, the i5 one also has 8gb same as me.

does ram affect fps in some way?

It can. If you have too much going on so that your ram is being filled up then you could see a drop in fps. Still, if your friend doesn't have issues with the same amount of ram, then that's probably not it unless you have a lot more running in the background of your computer that they do....

In direct relation to FFXIV though, my input is purely speculation based on my general computer knowledge, as I'm a PS4 player myself......

But GPU should normally be 100% usage, so if it's not 100% something is wrong.
inside fc house i get 99% gpu load with hundreds fps if not locked though. it only happens in crowded places such as towns and S rank hunts.

You do have two 4GB sticks right?..... You're not running a single 8GB stick of ram I hope lol. That could cause issues since it limits your Ram bandwidth to single channel instead of dual channel.

Also, your CPU is not Turboing up. Are you running a Power Saving Power Profile? That could effect things too. Can try Balanced or High Performance to see if that changes things.

Edited: NVM 3.4 is the max turbo for that CPU.

Set the Character and Object Quantity to Low or Normal, or lower the graphic settings to High (Laptop). It's this way for everyone. Drawing hundreds of individual characters at once is demanding, grossly exaggerating the world complexity.

This is only a problem in highly populated areas (i.e. Mor Dhona). I'm assuming everywhere else it runs pretty smoothly...

In crowded areas everyone gets bad FPS. I guess it's the amount of DX9 API calls causing too much CPU overhead. I noticed DX11 benchmark performs much better in crowded areas than running benchmark in DX9.

my i7 3930k@4.6Ghz and Titan X can drop below 30 fps during prime time in crowded areas.
