With the exception of Archons, aren't the remaining members(post massacre) of the Scions all Echo wielders?

I'm not sure about Hoary Boulder and that Elezen companion of his, but I do know that Arenvald also has the Echo and was specifically recruited by the scions due to it http://forum.square-enix.com/ffxiv/t...ean-half-breed
