I like your idea but I think the coils would be deserted if they did this, most people only subject themselves to them for the gear, not the 'fun' experience.

That doesn't make sense. Only reason you need gear is to do coil, otherwise the magitek pieces are more than enough.

YoshiP did mention they want to have more horizonal gearing options going forward.
But towers are casual raids with just a one-item lockout initially but one can run them as much as needed to get what they desire. Not as restricted as coil is, as one can only clear coil turns once a week, regardless if they get any loot during progression months until the lockout is removed.
All this is done to prevent substantual gear ilvl inflation too fast, just like how the latest tome (poetics) is always capped weekly.
Considering some WoD pieces are BiS for some jobs because Ironworks and Dreadwyrm options have subpar secondary stats (BRD chest and SCH gloves for-example), it's not all bad.
A lot of people only do coil so that they can mix and match between coil and poetic pieces of equipment to achieve the best stats they can. If you gave people i130 equipment to choose from via poetics, coil and crystal tower raids a lot of people wouldn't be bothered trying to attempt coil (Wouldn't blame them.) Not everyone plays with final coil being the end in mind, there are plenty of players out there who just like to gear themselves up over time and are drawn in by coil solely for the loot. Plenty of my friends are learning final coil right now just to get the loot.
