Ok lets see somne new skills..
-Warrior
Traits:
Steel Tempest: Gives Steel Cyclone a pulling effect that immediately pulls surrounding mobs with a chain, similar to how Holmgang use to, ontop of the warrior and makes them all get hit. 6-7y range, so it's just outside of steel cyclones reach. (Pretty sure the Marauder you fight in the Rogue quest line already uses something exactly like this, hell it's even called Steel Tempest)
Also allows Steel Cyclone to hit twice, one with it's original hit, and second on the landing that 'shatters' the ground, hitting a second time but with lower damage.
Fixes:
Holmgang: Do something with Holmgang for the love of god jesus christ the skill has it's butt on backwards and it just really doesn't work out.
Mercy Stroke: Give Mercy Stroke a small time window for the target dying instead of having it be the last hit. Especially with the way you can skill directly after the target is dead, or the animation still goes on and tries to use the skill, last hitting is just stupid hard.
Foresight: Make Foresight less foresight and more of a proper 'oh crap' button. You'd think 20% armor would be nice, but its really not.
Skills:
New damage skills really. They're going to need something once Dark Knight comes in and takes over the big weapon scene. For example:
Guillotine: (Off/ON GCD) Requires at least 1 Wrath to use, but depending on how much Wrath you have, it's damage scales. Something like
1 Wrath: 200 Potency
2 Wrath: 250 Potency
3 Wrath: 300 Potency
4 Wrath: 330 Potency + Ignores Defiance damage penalty
Infuriated: 360 Potency + Ignores Defiance damage penalty
+ applies A DoT that scales by 10% of the hits potency.
Supremacy: (Off GCD) Warrior lifts their foot, then slams it on the ground with shattering force while roaring towards the sky (Or just look really mean looking forward idc). When their foot connects with the ground, a strong dominant force blows out in all directions (Maybe a red forcefield or some kind of rage looking visual) and knocks all enemies within 5y back 2y, and stuns them for 2 seconds. If used in Defiance, it generates a crazy amount of additional threat. Give it whatever amount of damage really.
Now combo that with Steel Cyclone with the Steel Tempest effect and you can yoyo the mobs every time the skill is up. C'mon, who wouldn't want to do that?

I haven't played Paladin in a while so just some quick suggestions.
3rd finisher to their riot blade combo
More skills that involve using their shield arm instead of their sword arm.
