Seems like a Chekhov's Gun notably unfired at this point in the story.

They need her, but TelAdel killed her, so now they need some new way to keep her as a figurehead for as long as they can. The ruse probably can't hold.
"The ruse probably can't hold" is the key here. If Nanamo is in fact dead, "she's just sick! I promise!" is an excuse with a time limit. She has to either die from her supposed illness or get better. The cover-up would only delay the succession crisis for an indeterminate but finite amount of time. Either way, a succession crisis is inevitable and that's bad for the Monetarists. If she isn't dead, the Monetarists are free to trot her out at some point in the future to quell the rumors/crisis.

We know that the Sultana's death and Raubhan's arrest have been covered-up but has there been any mention of what the smallfolk know about Teledji?

I'm wondering if part of the reason Lolorito seems less than pleased is even he can't rule Ul'Dah alone, he's got to do it with the rest of the Syndicate, and with Teledji's death someone else is going to take that seat - if it's Highwind Airways that may make things really awkward, as between them, the Mandervilles and the Amaljinas that's a large faction of Monetarists that are nonetheless personally sympathetic to the player character.

So, if she did die, it would be better to just let the world know now and get all that sordid business out of the way, rather than consolidate as much power as you can in the time you have. Again, there's a flaw in that reasoning, that was actually pointed out by this fine lady here. Whether or not she's dead, they are currently using a time-limited excuse to maintain control, and time will run out in the expansion, no matter what truth plays out.

We're clearly both set in how we see things playing out, so there's no point in beating on each other.

I'd like to offer an idea for those working the Necromancy angle:

Don't forget about Heartstrike, the dagger rumored to resurrect the dead. Niellefresne (F'lhaminn's lover) was about to use it on Minfilia's father, Warburton, when he was run through from behind. They say that Niellefresne's death stirred the sleeping power of the dagger, and they blame this for his unaging condition. Of course, he also dropped it as this death took place, breaking the gem it bore and allegedly rendering it useless. Yet another rumor states that its powers can only be imbued into the blade in a time of war and strife.

Heartstrike was stolen by Niellefresne, and subsequently returned to its owner: Lord Lolorito.

Since then, he's guarded it like a man possessed and sought to have it restored.

Question: Do we have possible suggestions for who may take up the two now vacant spots in the syndicate?
Raubahn I assume is ineligible and Telediji is dead.

well considering the situation it's possible that Lolorito will just take the power for himself, it's also possible that we are going to kick his ass early in the 3.0.

I am sure Kan E'Sanna and Merlwyb most definitely wanted to help/find out more. However, as leaders it was not their obligation
to involve themselves. Doing so is a declaration of war. Also, had they of assisted and gotten themselves injured or even imprisoned, it
would shake the foundations of Eorzea. It wouldn't just be a civil war for control of Ul'dah, but a conflict that would be equivalent to a World War.
After this coup, it would be insane to continue this alliance. Both knew, what happened. None of them can be so incredible dumb to believe this nonsense of the lala facists.

There are only two ways for them, to avoid worse (like the empire taking over Uldah):
    1) Solve this dilemma and serve justice, which means, that the real murder and all the string-pullers have to be found and "eliminated", probably followed by the Sultana's plan.
    2) Accept it and cancel the alliance with Uldah - and attack them together and with full force, if they try to ally with the empire (or any other foreign force), before it can send troops.

It would be insane to trust those people. You can't. Never. They are evil to the core. An Ascian is closer to being good than those Lalas.

Not so much lore as having someone show up named "Arthur" (Well it is more subtle than that) when they basically set up a "one true king" storyline.

What's stopping them from getting word out the Sultana is dead and starting a War of Succession? The Syndicate doesn't want the public to know the Sultana is dead, right?

Merl and Kan-E maybe keep their mouths shut because they know what may happen as a result, but average party goers?
Yeah, it's impossible to cover it. There were so many people...
