So you want NPCs to buy your materia for that price? Wouldn't this generate a lot of gil causing inflation making your gil worth less anyway? Bots could also sell their materia to the NPC, no doubt it's easier for a bot to do that.
Lets do some math.
Grade 4 Materia gained from ilvl 45-55 gear (although bots tend to wear i46-49).
Say you had x99 G4 materia. [99 G4 = 9,900,000g]
1 grade 4 averages every 10 converted. That's from NPC bought in Mor Dhona.
Each set of 6 items costs 28,000g~.
To convert them: SB party with +12 SB buff in Urths gift takes roughly 30-45 min.
Thats 36 materia in 4 hours: profit of 450k~ or more if lucky.
Also SE can set a Gil limit on how much something can be sold for.
The difference is the average player can make money and if it gets bad SE will put most base mats on NPC vendors.
RMT and cheaters are ruining the game just to have that leg up from everyone else.

What you are suggesting, if I am reading this right, would cause some serious inflation within the game. We need more gill sinks as it is already.
And is an equally great way to flood the market with cheap easy to obtain gil causing run away inflation. This is not a good idea.
Your "fix" is a great example of two wrongs don't make a right.
