They locked a major story arc behind Twintania and Nael deus Darnus though. Bahamut's story is significant as the primal who resulted in a Realm Reborn, and as a Tenryu in the upcoming Heavensward. Nothing in the Main Scenario or Crystal Tower was gated behind comparable enemies.

And even putting the story aside, this thread and elsewhere has demonstrated harassment of players who did not or are unable to pass T5/T9. Those fights don't seem to be very fun (to me), and I was disappointed when Patch 2.41 did not nerf the mechanics to less punishing extents. I'm not looking forward to Alexander for these reasons, as it will likely create the same toxic atmosphere that Coils is doing.

And they realized that was a mistake, and plotted out Alexander having a Story and Hard mode to compensate for the fact that the Coil story was really, really interesting.
t5, 9, and 13 won't be nerfed until MAYBE 3.0 (not that it'll need to be. a lvl 60 in i130 gear will probably be able to completely shrug off a Divebomb.), but going forward new story content won't be gated the same way.
