Isn't modern day chess usually played on a 1 minute timer per move?
Besides, 30 seconds is supposed to be not enough time for MOST people.. and enough time for very few..
If they slowed it down to a level where most people felt comfortable thinking things through, it just wouldn't be very exciting.

In fact, I use chatter as a bluff/distraction while I play my friend, it's fun when it works
