We've confirmed the issue where some NA users' pre-order codes are being shown as already redeemed on the pre-order site. The store team will be sending an email to users that were affected by this that will include a link to a corrected code! We're very sorry for the frustration that this issue has caused and appreciate your understanding as we work to correct it.
Should extra codes also be sent out, essentially you may be giving free product keys or players who redeem through this method may be locked out of there accounts should the old keys be deactivated.
So an official response about this method needs to be addressed.

Hi there, I received an email confirming my preorder for one Digital and one hard copy of the collector's edition. It did not have a preorder code for them. Is there something I'm not aware of?

I don't know how it is for the Windows version but the PlayStation 4 version you can also do the pre order code but they don't give you the actual access code yet it just says pending.
This happened to me just now. I'm calling the Store's support so I can cancel the one preorder.I preordered the game again since the first time i didnt get any email or anything. Got an email straight away and was able to get my code with no issues.
Now the site lets me load my account finally and i have two preorders. one let me get my code the other just doesnt even have a code or anything ;;
i am trying to reach support but nobody answers. I hope i dont get billed twice...
EDIT:
Just got off the phone with a Square-Enix Store rep, he canceled my second order. Btw, he actually sounded like he was worn out. Poor guy. He said today was a nightmare for the store with so many people calling in with either the same problem or not being able to preorder the expansion. Dev reps, please tell your store reps that they are trying their hardest to get things resolved, and I thank the one guy for helping me. So, just give him a pat on the back and a nice, cold beer for him lol.

I'm also not seeing a code. Under "download page" I click view, but only have an instructions button. It isn't very helpful either since all it does is open a popup that says: "Shipment Info
Super Saver (5 to 10 days *) ".
