Not true, my 1.0 Character doesn't have the mark. The reason why the Legacy mark is character based is because it's whole point is to identify a 1.0 character and not a player - all characters that were created in 1.0 were transferred into ARR regardless of account status. Thus the Legacy mark identifies this character as preceding ARR's existence.
They should.
All 1.0 characters ported to ARR from 1.0 will have the "Meteor Survivor" / Legacy tattoo, regardless of whether they paid for 3 months of sub time or not. The two things that weren't part of the "Legacy Campaign" were the tattoo and the special cutscenes 1.0 players get in ARR. The tattoo just required bringing character data from 1.0 over to 2.0. The cutscenes required you get to a certain point in the Meteor/Nael Van Darnus storyline (the mission to destroy the Lunar Transmitter.)
I know this because I brought my 1.0 character over to 2.0 when it launched. I didn't pay for 90 days of sub time and thus didn't qualify for the Legacy bonuses (although I did complete the main storyline with Nael towards the end of the game's life). My character has the tattoo. I also have access to the special cutscenes.
I do not have the Legacy Chocobo, the cheaper sub fee, or my name in the credits.
All that being said, I don't agree with letting people who played ARR get a special mark or tattoo for playing before the expac (because ARR isn't shutting down in favor of a completely new game), although I would definitely support players getting an item that denotes that (similar to the Dalamud Horn or the Deity Rings.)

And then they "fixed" it, so the people like me who had old characters but wanted to start over have the Legacy Chocobo but not the tattoo, even though we had it in beta. Kind of wish they'd ignored that "but I want to be a specialer snowflake" complaint and left it how it was.
I still get people asking to see my tat now and again :/
It's amazing to see the amount of animosity and amount of biased and misinformed people in this thread, coming out of their hiding hole to either brag, attack or insult a very simple idea created out of honest sentiments and its supporters while ignoring the many valid arguments written(both for and against) to support this conversation as a whole. This forum community is sickening.
