Suggestion: unlimit the cross class system.

All that would cause is un-needed pressure to unlock the *best* skills to use for the class.

"What? You don't have Barrage (archer lvl 38) unlocked as pug? Do you realize how much dps you're missing out on?"

Healers are already expected to have quick-cast, all this would do is make it worse, and for every class.

Barrage is not a cross-class skill to begin with, I think you're missing the point of this thread.
