Can we get all CDs reset after a wipe?

Only thing I can think of is that the CDs, if you wait for them, take a chunk out of your total time remaining to completion. Maybe this is intentional or maybe it was overlooked when they made the adjustment for city states. I'm not too keen on the latter as they had the opportunity to ditch it but you still face CDs even outside of city states. Must be some reason......
