Yes they confirmed 3.0 will have a 10 level cap increase back when 3.0 was announced months ago.

Can I get a source for this?

Trying to find it. It was during one of the Fan Fest when they discussed DK, Astro, and Mach but seems no one bothered to make a writen list of all the thing said during the event and the question and answers so I'm stuck trying to go through all these videos but I think it was during the London Fan fest when they revealed Mach and Astro.

I have tried finding it, which is why I was asking for your source. The only thing that I was able to find was http://www.reddit.com/r/ffxiv/commen...w_i_think_its/ (at the very bottom). I have seen nothing that indicantes Yoshi saying anything remotely specific about at what level the new jobs would start out on.
