Why is this an issue? Public shaming is griefing (as confirmed by GMs), report the offender and move on. There is no such things an an early pull (also confirmed by GM), so if some one wished to try their strength and pulls an S-rank, the others around it have the choice; let the fool die, or join in. Either way it doesn't matter, the point is that there is a target waiting to be attacked, someone has to attack it, and no one is in charge, so no one get's to say "pull now" or "do not pull now".

It's open world, there are no claims, no camping of hunt marks, there is only the open world, a hunt mark and whoever is around it when it is found. If they choose to attack, who decides if that was an early pull? Certainly not some self appointed judge of all that is well and good in the world riding in on their glow-pony with their over-gear glinting in the daylight.

Seriously, if you are blacklisted because some snowflake thinks you pulled early, guess what, they probably did you a favor. If someone publicly calls you out or worse, report them and move on, they too can be blacklisted....
