To clarify a few things; Davania is a region on our continent, Aldenard, and Meracydia is a separate continent to the south. It was/is the Meracydians who worship Bahamut. This is likely why the Allag enslaved their race, to feed Bahamut while he sat in Dalamund (cue "Answers").
I, personally, don't think the Au Ra are 'related' to any dragon-race we know of, if any at all. A case could be made if we're to look at the origin of all life on Hydaelyn though.
Also, I believe there is very little doubt now that the Ascians are influencing the Arch Bishop. The question now is, to what extent does their scheme permeate the Theocracy? Are all Ishgard's motives extrinsic, have they always been?
We know from the Heaventurn events that there are explicitly Asian Style dragons in Othard. And Au ra are from Othard. And Au ra don't have wings. And maybe this will shut up the Shiva stuff.
