they need to re-evaluate the relic grind not as a time sink but as a challenge. 2.0 was the best since it required a perfect balance of dungeon running, crafting (to make the host weapons), rng (for the materia's needed) and challenge (titan hm). I feel the relic quests now are only to fill some of the lesser used content rather than actually creating a challenge or tangible goal. Way too much rng even if it is 11% drop rate in dungeon, if reddit is correct. What's worse is that in the future they plan to bring back the ilvl sync to these dungeons so now its going to take even longer for those who do it then.

They need to return to pure skill based challenges in the relic grind and not time sinks and rng. Something like beat t5 and t9 without the echo and you'll get the drop upon the clear. These are both challenging and will provide instant gratification of you skill upon completion with no rng bs. This may either take a while or no time at all and for those who breeze through it can always level up another relic since it is far more attainable in a more reasonable amount of time.
