Gameplay-wise yes, lore-wise no. Anything available in-game as an option or item is canon to gameplay, but that doesn't necessarily mean it has anything to do with the story; in-example primal horses have absolutely no lore behind them its just a cosmetic mount you can get.

I also want to point out that the common personality of Lalafells acts as a polar balance to all other races. Midlanders are your standard (read: boring) humans, Highlanders are more amazonian and athletic, you have the feline seekers and keepers that retain a lot of their instincts which plays a huge role in their personality, the ridiculously masculine roes (hellsguard females look like guys, wtf), and the playful Lalafell. It is your "cutesy fairy like race" as you would call it, but at the same time they still retain a lot of adult features; far from generic if you ask me. I think that the 4th voice (or 1st if you wanna sound young) suits the male perfectly.
