Just for good measure I did some calcs (fully "buffed" ToD 417 potency?) .. Not exactly the same numbers you got but here's what I found:

#1 I'm not entirely sure you can consistently squeeze ToD in after Twin/PB-end and still have enough time to BS>True>Demo to keep GL3.. I don't normally do this so I'm just not sure.

If #1 is true, and you can squeeze in ToD and retain GL3 then it's a bit of a buff, only losing approx 95 potency from the first 5 GCDs. Net bonus of about 52 potency overall.

If #1 is false, and you can not consistently squeeze ToD in and risk losing GL3, you would have to delay ToD until the next BS>True>Demo which results in a loss of approx 170 potency (about 17 sec into rotation with no ToD).. Even though it's 417 potency, you are losing 170 from the first bit of no ToD, which is a net loss of about 23 potency overall
