If my memory serves, SE updates the Character Creation Restrictions for servers every 6 hours (or so). So, sometimes, that update isn't entirely up-to-date. I've made characters on world servers that the Lodestone states are not accepting character, but the game client says otherwise.

All we can really suggest is to keep trying in the hopes that you will get lucky.

I can see where the OP is coming from. I understand that people AFK while Queing for Dungeons but there are those who just leave toons logged in and do nothing....this prevents ppl from rolling new toons as the New Character Creation Restriction gets enacted due to "Overpopulation" an auto log would be nice imo to kick majorly inactive toons on the server. they could program it to read if they are Qued or Autosynth/Desynth, if not just log em out after a set amount of time. Like say someone ques for a Primal and leaves the keyboard cause Ques are ridiculous imo...but wont be logged till the Que pops and they miss it...kinda a consequence for not paying attention ya know?

Excalibur gets open for a few characters late at night/early morning as far as i can tell, had to wait nearly all day till around 12am pst to make my first 2.0 alt. As other have said, the current amount of people logged in doesn't affect ones ability to create a new character. It simply prevents more then the server can hold from logging into the game.

^This. Whether or not you're able to create a new character on a given server is not determined by how many players are currently logged-in.

Why? What on earth have you got to dislike about it? If someone has been AFK for like an hour or two, they obviously are not playing the game, and possibly aren't even at their computer. Anyone it would actually impact is literally not there. Those of us who are actually playing the game don't exactly appreciate our frame rates diving into the gutter any time we enter a city with crowds of "people" just standing there motionless for hours. Logging off people who aren't playing will provide a better experience for those who are, and it will put less strain on the servers.

Yeah, they could certainly implement a measure to prolong the auto-logout if you're in a DF queue, but I don't see that as being necessary. For one thing, they could set the timer at 2 or 3 hours. For another, anyone who is unable/unwilling to even hit a key or click their mouse at least once per hour or two is obviously not paying attention to their computer and will probably miss the DF pop anyhow. Who is honestly in a position of "I am way too busy to nudge my character forward one step every couple of hours, but if my DF queue comes up I can totally play a whole dungeon!"

I just find it funny that these servers are so jam packed. Back around launch there were so many complaints that the servers were so full and why can't we transfer to other servers. SE opens up transfers...and barely anyone moves. The packed servers stay packed and the complaints just continue about not being able to make new chars and ironically enough not being able to transfer TO these servers. meanwhile newer servers added to combat the overpopulation remain half empty because APPARENTLY unless the server has 10000 people it's "dead" and you'll never see PFs or get good DF queues (Hilarious when the "dead" server and the full one are in the same Cluster meaning they have the same DF pool).

    Hint: No it doesn't.

Population doesn't work the way you think it does.

What? Where is this info coming from? You guys don't seem to understand how it works.

From the "Regarding character creation" page found HERE they specifically state..

During periods of high congestion, we may institute a temporary restriction on the creation of new characters. This information will be updated at the following intervals:
    3:00 a.m./ 7:00 a.m./ 0:00 p.m./ 5:00 p.m./ 10:00 p.m. (PST)
Meaning very specifically that yes the current population (the direct cause of high congestion) is taken into account at certain predefined times and the servers are automatically closed or opened. So yes people idling on the server are indeed preventing new players from creating characters. This is the reason why it's easier to make characters at 6am EST. Fewer people are logged in so early and the server opens up.

So many people completely misinformed about how it works yet acting like they know whats up.

    Please NO. :c

It sucked before and it'll suck even more now because there is a lot of things you have to sit and wait for compared to what there use to be. Plus the servers aren't nearly as bad as they were when they enforced auto logouts. Needless to say, they were full to the brim and very, very unstable. If they started to force auto logouts again I'd start to wonder if something was wrong with the servers.
