Of course, I was just speculating - I have no evidence that Lucia is Garlean, but I am just weary of blonde characters with forehead coverings!

It is mentioned that Livia is an "orphan of war" whom is raised by Gaius , so I would assume that she is of Hyur decent and found in a conquered nation, possibly Ala Mhigo or somewhere in Othard. Though, I could be wrong there - I am a bit fuzzy on the 2.0 memories now!
