But, my predictions for 2.5 based on what 2,4 gave is that we will find out that an Ascian is pulling Ishgards strings and that we will use the white thingy to destroy the Ascian, veil will be lifted, Ishgard joins Eorzean alliance and 3.0 we are able to enter Ishgard.
Instead of fighting a primal in the main scenario, like King Mog, Leviathan, Ramuh and Shiva. I've a feeling the 8 person fight will be the Ascian in 2.5 for the main scenario,
But a Garlean rising to second-in-command of the Temple Knights? Given all the alarm over the discovery of a Garlean spy within a Grand Company, it takes a stretch to imagine that any city-state would risk national security by placing a known Garlean in such a position of power. That's even before we consider how little Ishgard trusts outsiders, let alone a known enemy like the Garleans. No country in real-life would take such a risk, political correctness be damned.
And Ishgard, from what we know, rarely cares about looking good for the masses.
It may be possible, and it would make a fantastic story. But given the circumstances, I find it highly implausible.

Guillaume was elezen. And the thing with the heretics is that practically anyone in Ishgard could be one. There is no reliable way for any of them to be sure who is sympathetic towards the Dravanians.
And that means I can hardly call the Ishgardians stupid for being manipulated by a Dravanian spy, who for all intents and purposes, looks physically no different from anyone else among them.
A Garlean, on the other the hand... Well, it'll depend on how much of a fool we think Aymeric is. It's hard to imagine an astute and highly careful commander like him to not know that Lucia is Garlean (if she is indeed one), and then to go further and keep it secret, presumably because he thinks she's an asset. Keeping such matters secret would jeopardise his own position as commander. What would justify him taking such political risk?
Granted, Raubahn was fooled by Eline Roaille, but as explained by Ilberd and Alphinaud, circumstances in Ul'dah were very different compared to the other city-states, making the desert nation particularly vulnerable to Garlean infiltration. Ishgard is far more homogenous ethnically, and also much more paranoid politically, making the odds of infiltration that much lower.
Still, who knows? I'm not insisting that the theory is impossible. Just pointing out how extraordinary it would be for Lucia to be Garlean.
Bear in mind she appears taller than Livia, who, as far as I know, was also a pure-blood Garlean. Their neutral standing poses are also different. If you observe carefully, you'll notice that Lucia's standing pose is that of an elezen female, while Livia's standing pose was more aggressive, more similar to that of a highlander woman. Take that for what you will.![]()

It is mentioned that Livia is an "orphan of war" whom is raised by Gaius , so I would assume that she is of Hyur decent and found in a conquered nation, possibly Ala Mhigo or somewhere in Othard. Though, I could be wrong there - I am a bit fuzzy on the 2.0 memories now!
