Cash shop items usually tend to be simple, vanity item only objects. Nothing more than a model. Often even just a rehash from previous models, with perhaps a little recoloring. Or not even, such as the prior event items they've announced. There's very little funding needed to go into more items for the cash shop.

It is much more likely that cash shop proceedings will go into further game development by Square Enix. Final Fantasy XV has had a long development history, it may use some additional funding. Kingdom Hearts III development may benefit from it. The Tomb Raider marketing campaign can benefit from a more profitable SE. And of course development of FFXIV itself may benefit from it.

It's simply how the industry works. People want AAA-titles with multi-million development budgets for a minimal price. The industry said fine. However, additional proceedings will have to be obtained elsewhere. And vanity + DLC has been shown to be a very succesful and profitable route to take.
