Totally. Being able to track your buffs and cooldowns in a logical manner is completely foul play.
Not all addons are there for hand-holding. The majority are simply quality of life improvements.
Healing in this game is abysmal with no addons to help better track your group, and the macro system is super finnicky when it comes to mouseover macros and such.
Allowing third party addons wouldn't harm the game in any way. It would allow players to better customize their UIs how they like. No one would be "forced" to get these addons. The base game is completely playable as-is. This would simply be for those that want more customization.
We don't even need to get as complex as DBM. Throw me some better buff bars and a cooldown tracker, along with party/alliance window customization and I'd be set.
