We have to convince the ISPs that they should do something about it so that they can put pressure on the backbone providers. Sadly, this is indeed a terrible situation that is very hard to do anything about. It's stuff like this that should make people very worried about Comcast buying up TWC, and should have us VERY interested in net neutrality.
I actually contacted SE yesterday to make them aware of the issue, and the service rep said he would use the link to my forum post in his report. He said there have been a few reports, but I know this affects more. People just aren't doing the necessary work of reporting/researching and going "lolVPN, fuck it" and moving along.

Go public. I'm making posts everywhere, FFXIV subreddit, Verizon subreddit, on these forums, Facebook, Twitter, Verizon forums, everything. I'm calling in every day. If Verizon isn't your ISP, you should still do the same. It's not hard at all. Get the information out there that these corporations aren't taking responsibility for something we pay a lot of money for every month.
