
Or, SE could contact backbone providers, seeing as SE is their customer... Again, not the end user.The best you can probably do is call your ISP support, and work with their higher tier tech support to prove where the problem is using tracert data. We have to convince the ISPs that they should do something about it so that they can put pressure on the backbone providers. I'd say the rage over lag is 100% justified, but let's point the rage train in the right direction at least.
Sadly, this is indeed a terrible situation that is very hard to do anything about. It's stuff like this that should make people very worried about Comcast buying up TWC, and should have us VERY interested in net neutrality.
