The recruitment criteria is not meant to for people be jerks towards the rest of the player base. It certainly doesn't know about the "people you don't want". The recruitment criteria only asks for roles that needs to be filled. And there is no criteria for skill level, and SE can not and will not implement such a thing. They won't even let you parse and get DPS numbers, because you'll probably want a criteria check box that sets minimum DPS numbers.

How are they "being jerks"? And it does know about the "people you don't want", it's the converse of what you ask for. If I am asking for people ilvl95+, that means conversely, I don't want people ilvl94-. There actually is a checkbox for skill levels... "serious play, with high level gear", as well as "NEWCOMERS WELCOME" NOT BEING CHECKED , you choose to ignore it though since it doesn't enforce what players do... this is a way for it to be enforced.
