At the very least, it's an easier way for them to remove RMT Gil from circulation; If someone buys 2,000,000 Gil and buys lots of items off the Market Board, that Gil has mixed with plenty of other players and they can't really remove it easily (the last time they did, there was a massive uproar). If someone buys 2,000,000 Gil and buys a plot of land, that Gil is gone and when they're banned that plot is free again.
Going to deter RMT by encouraging RMT, and then also banning players? Some players will buy gil to buy gil but a few people I talked to were going to do it for the first time because of housing, never did they care before (not sure if they did buy some or not, I think all the small houses being bought in seconds did the deterring for them lol - yay for legacy servers). Or they could set the entry price to something most fresh people finishing the story line could afford reasonably (and make it friggin instanced lol).

Although everything comes back to availability, gil is an issue for some people but it isnt the issue at the heart of all things.
