Basic housing shouldn't cost anything and there shouldn't be competition. Mog houses in XI were there from the time you created your character, and the only costs for maintenance were tied directly to playing the game, i.e. killing monsters while under the effect of sanction to extend the time on your mog locker, etc.

Personally I think they are just terrified of the amount of people playing the game. The last count was somewhere over 2 million players with level 50 jobs - that's about four times as many active players as XI had at its peak. They don't know how to handle it. So what's the solution? Introduce systems that will eventually make all but the hardest core, die hard fans of the game quit. When the population stabilizes again around 500kish subs which is what they are used to, all of a sudden the hardware issues will disappear. The higher ups won't see the huge numbers anymore, but it's steady income to replace the income they lost due to XI's age. XI's continued existence has always been just gravy, and XIV will have served its purpose.
