Same thing they did with Free Company Housing to prevent people logging on and buying up the Plots instantly. People who are planning to log on right after the update and go out to ensure they get a House may want to consider that.
Which would take all of 2 minutes buying accessories off the Hunt vendor and handing them in for seals. It wouldn't slow anyone down.
