    I addressed this on the last page of this thread, the correlation doesn't hold true for 99% of the rest of the quests. The tier 1 quests that require level 40+ mats can still be done by a level 1 DoH class. In fact, other than "High Wind in Ishgard" a level 15 DoH can do every other quest in the ENTIRE Ixali tribe line with little to no difficulty (I've done it), even the other tier 6 quests. Logic states that if there is an outlier as noticeable as this single quest (High Wind), then there is something fundamentally wrong with the quest itself and not the entire tier.

    True, but having to rely on RNG for those Excellent conditions to pop up is a form of difficulty all in itself. This is especially true for people who play with extremely limited time constraints (1-2 hours) and end up wasting 75% of it waiting for RNG to bless them. Thus, you have artificial difficulty punishing a portion of the casual playerbase in a quest line designed to be casual content like all the other beast tribe quests. Like I said before though, it's not a huge deal because you can go back and do a lower tier quest in place at a minimal loss. My point is to, more or less, point out flaws in a system (working in game development myself, these things stick out like a sore thumb) and it becomes my goal to help get these issues addressed as quickly as possible so future players don't have to suffer the same way.
