Yes, I've seen this too... it's an understandable position for FCs that want to raid SCoB to take.

To that end, though... I think the OP was basically saying that, for example, a T5 kill shouldn't be required to get into SCoB. More generally, new content shouldn't be gated by out of fashion content... that "out of fashion" part actually matters a lot in this game.

I'm leaning towards agreeing. Unless there's a better solution out there...
