    The only problem I could see with chocobos in towns is limsa. There are a lot of narrow staircases/ramps there. It would be hard to get a chocobo up there.

    Maybe the restriction can be that chocobos don't like to go up stairs. That seems reasonable. Not letting chocobos walk on flat ground that we've seen them walking on in cut-scenes doesn't make any sense.
