Riding Chocobos in town?

Imo keep it like all final fantasy games and only to city limits, or atleast you can only go to chocobo stables on them.

Didn't stop them from being unalowed in towns and cities before.
Besides, do you really want the streets to be crowded with them?

Uldah is basically one big road. I think it can handle a chocobo here and there. Another thing, all anyone does in the cities is craft or AFK-bazaar, so obviously you won't be able to do either of those things on a chocobo if SE is smart, thereby placing a restriction on the chocobo-congestion without it seeming untoward or imposing.
