A lot of people don't have time to commit to a static so this is what they have to do instead. Blame SE for not throwing this stuff in DF from the get go and for locking out people in statics who would probably help fc members get some practice if they weren't already locked out. Personally I don't agree with lying but the options here are very limited.
There is always the option of just waiting till it does get released to DF. If that alone causes someone to be bored enough to quit, then... do so. That's probably a wise choice, financially.

Everyone is always looking for the easy way to do things, be it content being handed to them with minimal effort or the fastest way to do something. If there are any sort of limitations or restrictions on this, it somehow becomes the biggest problem of their life. Just like you, I don't agree with lying, but I also don't agree with giving in to laziness in the most extreme of ways.

This is an MMORPG. Find people to do stuff with. If this person can't commit to a schedule, that's fine... just gotta look for people that are like them or find an FC that is sort of like that too. If they're impatient about waiting for it to hit DF, that's fine too. Start a group on the PF, it's not as hard as it might seem to do that, and really, it's an honest way of doing things before it hits DF. Lying about something on a video game like this, where people are relying on some degree of honesty, says more about the player than they'd probably appreciate. Maybe no one likes them enough that they have to lie to do things, they can't read, they're not a team player, they smell funny, etc.
