If you believe them, they're descendants of the Allags.
And they sure share a few similarities with Acheron and Xandes.

Civilizations like the Allagan generally fall down due to internal strife. Or some incommensurable first rate natural disaster.

sometimes the conquerors claim ancestry to justify future generations. Then again Acheron & Xandes have been augmented by Ancient Allagan Super Science/Magic.
Okay then. that's what I'll do. I'll tell you a story. Can you hear them? All these people who lived in terror of you and your judgement. All these people who's ancestors devoted themselves to you, sacrificed themselves to you. Can you hear them singing?

And you really think a civilization still at the stage of "HIT! SMASH! KILL!" could have posed a problem to an Empire that pretty much sent a giant dragon-god the size of a city into space?
Also, as much as we know about Acheron being "augmented", we have no info about Xandes. We know Crystal Tower is his resting place, it doesn't mean he's an eternal guard like Acheron is. For all we know, he might simply be resurrected or something.

Judging by the trailer his mouth is moving during the fight cutscenes so he has a few things to say to us before we defeat him. Hopefully we'll get some answers from him.And you really think a civilization still at the stage of "HIT! SMASH! He doesn't mind us conducting trials so close to his bazaar, so long as he's properly compensated... Yes, Portus, we pay him in sorcery-blasted bird flesh. - Cocobygo

From CT Quest
- Xande died after founding the Allagan Empire,
- The Allagan Empire, at some point, built the Syrcus Tower as an energy source. That energy made their civilization flourish.
- Unfortunately, it also lead to an age of decadence.
- Amon, a technologist, decided to revive Xande, since he was convinced what they needed was a strong leader. to do so, he also creates clones of Xande descendants, Unei and Doga.
- Xande, reborn, decide to resume the conquest of the world. He managed to crush Meracydia, probably with the help of voidsent (we see clones of Unei and Doga controlled by voidsent, in an Echo vision)
- The resurrection process apparently left scars on Xande souls, and decided to destroy the world using the Cloud of Darkness.
- Xande realized he needed more energy to control the Darkness, and thus built Dalamud and sent it in the sky, to increase the energy output of Syrcus Tower.
- Some miscalculation (really.) lead to the an energy surge released in the ground, leading to tremendous earthquake destroying the whole civilization.
- Xande, along with Amon, decided to freeze time until another moment.
- The fall of Dalamud apparently reactivated CT, and Xande woke up, resuming his operation of summoning the Darkness in our world.
So this was neither internal strife nor natural disaster.
Something I don't quite understand though, is how it lines up with Bahamut. Did they needed it as a part of Dalamud, to make it work, or did they just thought "well, while we're at sending something in the sky, let's take care of that problem too" ?
Considering "Dalamud" apparently comes from "Bahamut", I'd tend for the first explanation, but... :<

You could call it an unnatural disaster caused by internal strife.
Where Bahamut entered the picture is still as clear as mud, but we might assume that the Ragnarok System always had Bahamut inside of it. Therefore, as long as there has been a crystal tower, there has been a thingy in orbit to collect solar energy for it. I'm just taking the next step, saying that it was always Dalamud and that Dalamud always had Bahamut inside of it. Therefore, Bahamut has been imprisoned in Dalamud for most of the existence of the Allagan Empire.

Considering the whole scenario is pretty new, please use spoilers quote when referring to new facts for now :P
As for your idea about Bahamut...
Apparently, the Allag also made an Omega Weapon, a version of Ultima Weapon aimed to defeat Bahamut itself. If I remember correctly, the Ultima Weapon was something that was made in order to conquer Meracydia, where they faced a harsh primal resistance. We now know that happened during the second reign of Xande, so around the end of the Allagan Empire.
If they built another version of that weapon, aimed at Bahamut, it's that they didn't have any means to imprison him at the time (or the weapon would have been useless).
Omega was found in the ruins in Carteneau Flats, unveiled by the Calamity, and was already there (that's why Nael aimed Dalamud at that position, apparently).
I think it's safe to assume the Allagan Empire did engineer this weapon for the sake of putting it in Dalamud, for Xande big scheme.
