If we were playing, say, World of Warcraft... I'd be more inclined to agree with you.
But the artwork of Final Fantasy is just so much better than World of Warcraft's. Making a character with a look you like is just more important in a game where the artwork is better.
It annoys me when it happens to me (for obvious reasons that I will not dispute are extremely petty), but look at it this way... For you, it is a temporary upgrade. For them, it could be an item that they use for a very long time.
If you can hit need, and you want something, you should be able to do so (unless you're in a static and your group decides what would be better for the team, of course). It does suck if the item is an upgrade for you, but like LunarEmerald said, making a system where the priority goes to someone who actually "needs" an item would reduce the number of players who do the fight.
Your situation is understandable and it's a bummer whenever something like that happens, but you must also look at the other side of the coin. I started in November, and have been farming T2 since December for the Allagan Coat of Casting because I think it's one of the coolest-looking armor pieces in the game, and kept doing it after 2.2 so I could Glamour it because I'm bored of the BLM Myth look (it finally dropped last week). It's not my fault that I have better equipment now, and I should not have to be penalized for it. Should a player that wants something for Glamour only roll on it after 3 other potential casters say they don't need it (and with the system that you're suggesting, compete with everyone else in the group)? Unless you're in a static, everyone has the right to roll on loot.

Therefor I consider need rolling for glamour, seals, gil, retainers, etc to be an abuse of the system and think that person is a scumbag.
Form your own glamour farming group if you want a certain piece that badly, don't inconvenience other players with your shallow bullcrap.
I feel for you, I really do. Cuz it happens to me also. But it shouldn't be something to prevent them. If they do the fight, and they are going for that item then let them have it.
Now, my ONLY problem, which I don't know if you can do this with the allagan or high gear, is when they need on things to sell for seals when someone else actually needs it.

Trouble is these drops can ONLY be obtained by looting them as they cannot be traded. This means if you want a drop for glamour purposes you have to farm it exactly the same as someone who needs it for stats. Rolling with the intent to just turn it in for seals or something is selfish as ANY item can be turned in for seals but when you need a specific drop, regardless of it being for a stat upgrade or glamour, then you should be entitled to roll.
If you prohibit people from rolling 'need' on items for glamour purposes then you will either see a HUGE drop in the number of people farming T1-5 with PUGs or a hell of a lot of people deliberately wearing bad gear just so they can roll.
There is no way to police this and it would be wrong to police it.
Could be solved by SE handing out all those gear as lvl 1 glamour alternatives.
But then you'd still have people complain that people don't deserve to look good without doing the content and fighting for the drops.
Except that stronger items exist that you can get from tomes (as long as we're talking anything below ilv 95). One player may roll on an item because it's an upgrade and then replace it for something better in a week or two, and another may roll it for Glamour purposes and use it for months. You do not get to decide which is more important, and to some players, having their characters look aesthetically-pleasing is a goal. I suggest go with your own group or PF it and make a rule as you please.
If that healer was a scholar, the allagan gloves might be better in their eyes. Scholar's love crit and daystar has none. High ilevel doesn't always mean better. A lot of soildery pieces are crap.
